Introduction

MISCELLANEOUS CONSULAR SERVICES

1. AHCI, Kandy provides Miscellaneous Consular Services. Applicant can approach the AHCI, Kandy between 09:00 AM and 12:00 PM on working days. The time for issuance will be on same day afternoon between 02:00 PM and 04:00 PM except in cases where required details, documents and verification are not made available by the applicant.

2. Types of Miscellaneous Consular Services. AHCI, Kandy provides the following Miscellaneous Consular Services:-

(a) Attestation of Documents.

(b) Affidavit.

(c) Attestation of Power of Attorney.

(d) Police Clearance Certificate to Sri Lanka Nationals for the period of their stay in India.

(e) Birth Registration for new born child.

(f) Death Registration of Indian Nationals.

3. Documents Required.

(a) Prescribed application form.

(b) One recent photograph.

(c) Request letter from the applicant.

(d) Copies of Passport and NIC.

(e) Other supporting documents.

Note : All documents are required to be presented in original along with photocopies.

ATTESTATION OF DOCUMENTS

4. Attested certificates/documents issued by Government of Sri Lanka (Eg,. Birth, Death, Marriage certificates, Educational certificates) can be attested by AHCI, Kandy. However, Sri Lankan certificates should be attested by Ministry of Foreign Affairs, Govt of Sri Lanka whereas documents issued by Govt of India should be attested by Local branch Secretariat of MEA in India.

(c) Original and copy of the document which is submitted for attestation (If the original document is in any other language, it has to be translated into English).

AFFIDAVIT

6. Affidavits made by Indian nationals who are residing under the jurisdiction of AHCI, Kandy are attested based on their Indian Passports.

ATTESTATION OF POWER OF ATTORNEY

8. Power of Attorney prepared by Attorney At law in Sri Lanka can be attested by AHCI, Kandy after attestation by the Deputy Registrar, Supreme Court of Sri Lanka and Ministry of Foreign Affairs, Colombo. Indian nationals, who are executants of Power of Attorney prepared in India as per rules and regulations in India, can sign the POA in front of the consular officer at AHCI, Kandy. His/her signature will be attested by the consular officer of AHCI, Kandy.

POLICE CLEARANCE CERTIFICATE TO SRI LANKA NATIONALS FOR THE PERIOD OF THEIR STAY IN INDIA

10. Sri Lankan nationals who have stayed in India for more than 6 months can apply for Police Clearance certificate, from the consular section of AHCI, Kandy.

11. Documents Required.

(c) Copies of passport (all the pages containing Indian visa with immigration stamps).

(d) Residential proof certifying their stay in India.

(e) College certificates, marks sheets, visa permit etc if stayed for academic purpose.

BIRTH REGISTRATION OF A NEW BORN CHILD

12. Birth of a child who is born to an Indian parent under the jurisdiction of AHCI, Kandy can be registered at the Post within one year’s period from date of birth. Applications for fresh Indian passport to a new born child will be accepted only after completion of birth registration.

13. Documents Required.

(a) Application to filled online at https://indiancitizenshiponline.nic.in/ .

(b) Completed application forms along with supporting documents and passport size photograph of the child.

(c) Child’s Birth certificate should be translated to English (if the original document is in other language) and attested by Ministry of Foreign Affairs, Sri Lanka. Child’s Birth certificate should also be attested by Indian Missions in Sri Lanka.

(d) Marriage certificate of Parents should be translated to English (if the original document is in other language) and attested by Ministry of Foreign Affairs of issuing authorities.

(e) Copies of parents’ Passports & NIC (SRI Lankan National parent).

(f) Request letter signed by both parents for Birth Registration.

DEATH REGISTRATION

14. Death of Indian national needs to be registered at AHCI, Kandy. Based on the local Death certificate issued by the competent Medical Officer or District Registrar/Addl. Registrar/Registrar of Deaths, a separate death certificate will be issued by AHCI, Kandy after cancellation of the Indian passport.
